Anybody else out there in the city of Phoenix notice how First Fridays has changed over the past 6 months?

I have been attending the festivities for about 4 years now. I have set up for free with a folding table and chairs and displayed my art, sold a piece here and there, drank and watched the freakshow. Atttendence has been up and down over the years but all in all it's been a blast. I hardly ever missed it and if I didn't set up, we could wandered the streets and check out all the art, music, performances and street scene. Just before the city changed the ENTIRE format of the venue I noticed that more people were setting up who NOTHING to do with art. Real Estate?!?!? Sunglasses??!?!? Then a BBQ trailer, the end was near. Within a month or 2 the city of Phoenix threatened to fine us artists on the street. We need to buy permits for $70 per year and then rent space on Garfield for $35 a month. For the first few months I protested by not attending and people were telling me they weren't fined. I went after a couple months and to my surprise it was MORE packed than I had ever seen it!

My question is, what happends to us street people? Do I just pay and set up knowing that I'll be shelling out cash I'll never see again? Do I remarket myself? What about partnerships with other artists? 

Anybody know the scoop?
